The committee proposed awarding scholarships to students attending the four predominantly black colleges in Arkansas, namely, philander, Shorter,
Baptist and the University of Arkansas at Pine Bluff. The fund would rotate every four years, with the first scholarship to be awarded in September,
1986.
Each chapter was asked to contribute at least two hundred dollars each year to the National Scholarship Fund. Unfortunately, the Fund was not
supported by the chapters. Money that was contributed was transferred to the Dunbar Youth Perpetuity Fund, which was established during the
tenure of Dr. Leroy M. Christophe.
Dr. Christophe, principal of Dunbar High School from 1945 to 1957, and of Horace Mann High School, 1958-1959, was elected president of the
National Dunbar Alumni Association in 1985 at the Seventh Reunion of Classes in Kansas City, Missouri and served in this capacity for four years. He
set out immediately to stabilize and strengthen the organization, with the assistance of the Board of Governors. Guidelines for chapters hosting
Reunions of Classes were clarified and goals to be attained during each biennium were delineated. A Manual of Procedure and Performance was
developed to clarify and interpret the organization’s constitution and to include rules and regulations for implementing the constitution.
During the July, 1986 Board of Governors meeting in Little Rock, it was voted to enlarge the nature and scope of community service in the
Metropolitan Little Rock area. Phase I for 1986-87 called for initiating the establishment of:

N.D.A.A. Headquarters Center in space at Dunbar Junior High School as authorized by the Little Rock School Board. This designated area will
house local and national offices, a memorabilia room, Arkansas Black History events, and site preservation activities.
2.
A Dunbar Youth Perpetuity Fund to provide financial assistance to qualified young people to pursue post high school and college study
successfully.
Phase II, described at that July 8, 1986 Board of Governors meeting as a complement and supplement to existing agencies, organizations and services
which aim to improve the quality of life for Arkansas residents, has yet to materialize. It proposed (1) out-of-school activities such as Lofty Horizons
clubs to help young people improve their employability skills and (2) social action parent education study groups to improve community
understanding of pertinent issues and implement efforts to alleviate or reduce problem situations.
Harvey C. Ray of Kansas City, Missouri was elected national president of NDAA at the ninth Reunion of Classes, July 1989. He outlined his goals as
follows:
Provide for greater unity
Increase membership: Target siblings
Become more visible as a national organization
Improve recognition of Satellite component
Continue the programs established by his immediate predecessor
He sought to introduce standard accounting forms for all Reunion business. In addition, he encouraged all chapters yet without charters to obtain
their charter. Assistance toward this end was to be provided during the Ninth Reunion.
